What if Pavi isn't the next Avatar after Korra, but the fifth?
The cataclysm that created the Havens happened "a long time ago", and Korra is believed to be responsible. But Pavi is around 7, right? A decade or so doesn't seem like a long time...but five generations (approximately 125 years) would fit that length better.
The only other explanations I can think of is that "a long time ago" is an exaggeration, or Korra lived long after the cataclysm occurred.
