The idea of the kids costumes getting "messier" as Dewey's gets "cleaner" but in two different contexts.
The kids start untucking their shirts and rolling up their sleeves, making their hair spikey, ripping up their pants, wearing accessories. They don't have to be all neat, they can be messy. They can be themselves.
Dewey starts wearing clean shirts, brushing his hair, not wearing the same outfit everyday. He has something to get out of bed for, to actually put in the effort for.
