Think about this outfit in the context of the story. This is Lelouch's best friend, his ideological opponent, a man who has betrayed him to rise the ranks. And when he finally persuades Suzaku to his side, this is the first thing he does to him.

I know the piloting suits are form fitting, but mesh shoulders? Thigh-high boots?

If you want to make the argument that Suzaku choose this outfit. Why is he showing off? This isn't just any outfit. This is his knight uniform while he serves Lelouch during his imperial reign.
