Residential wing 21 near the hospital wing, its where refugees from 12 are being housed. In the lounge Haymitch was woken up when Delly began berating Peeta. Whose sitting in the Lounge, there are guards there who are talking among themselves.

Delly has just run into the lounge. Peeta sees her,
There are guards in the lounge armed with sedation guns and needles, and Peeta has his little bracelet cuff on; he is fidgeting with some ropes; he remembers it's Artur's birthday, memories begin pouring back.
The morning of reaping day, Artur turned 12, and Delly was her cheerful self, assuring Artur that he wouldn't be picked and that they would have a party after the whole thing was over. Peeta, Bran and his wife, Wyelin,Rye accompanied the cartwrights, along with some others. Reaping day jokes were common, just to brighten the mood, but Artur was stoic; he moved slowly like a machine on his way to the reaping, drowning out any comforting lies told by Delly. This was on the periphery of Peeta's consciousness at the time, he wanted to ease the tension by joking about it with Rye, but Delly kept harping on Artur's birthday celebrations, about how the reaping celebrations will be just like his 12th birthday. Artur broke his silence, telling her "That was all back in the fall." Delly had become even more protective of Artur, he was all she had left. Delly had to fill the role of Artur's parent. Artur like Prim, is a medic. He participated in the great project of picking up the peices after everything was lost. He answered Peeta's questions about District 12, Peeta didn't want to make the poor child sad, as much as he hated everyone, but Peeta was beyond caring by this point he wanted answers, and he wanted them now. Artur never cried at all, Peeta realized he had the same stone-like face as Peeta asked about where everything was in town, it filled Peeta with sadness too but since his return scratching his wounds was all he did, throwing salt on them, memories came back about various times he had seen her. he asked Artur when his birthday was, just to feel something, from home to make it seem real again, he answered " 10 days after October". Delly had been worried about Artur ever since 13 separated them, deeming Artur a resource for healing people in 2, they didn't have anyone else, apparently. Always checking for updates on her little brother, her worry isn't based on anything real, District 2 is ours, but it's understandable. I've never seen Delly this anxious before; her mask is breaking.
Delly begins running to the loungePeeta looks at her, it's cracked, "Good morning Dells" he says
Delly's face turns into sheer rage,
"Don't act like you know me, you lie when you act like your Peeta, your a mutt, that's all, and you're going to spend the rest of your life here in 13, GET OUT"
Everyone except the guards begins leaving the commons, before Peeta can think about it, he says "You look like a beggar," an insult to her weight, despite everything he now knows to be true, he wonders if this is Delly, he stops himself from doing more as he puts his face to the side. He is filled with venom and anger, Peeta feels shame and takes his breath Delly responds with "You don't know the first shit about yourself, do you even know your birthday or favorite color?"
"Take it from me, it's not going to make you feel any better" Peeta holds the urge to yell at Delly at bay, he gets out to leave.
"GET OUT MUTT!" Delly shouts with venom. Peeta leaves the room.
"Find a hole to rot in you you ugly ****," Peeta says coldly
The guards remove Delly from the lounge.
Peeta leaves the room accompanied by guards.
"Let's get outa here," one says. Delly's making him ask questions he would rather avoid, and he hates her for it.
Delly remains in the hallway near the lounge, and returns there when everyone has left.
Prim walks and tells Delly she got something she would like Artur to have, a card, the supply officers rejected the request saying only Delly is authorized to use the postal system, Artur is a friend of hers, so she would like to update him on happenings in the hospital wing, the latest gossip. Prim has become friends with Artur since sometime after Peeta moved into district 12.
