He freaks out. Biggest breakdown of them all. Almost completely shuts down. Sophie and the rest are doing everything they can do to help, but no one can get through. Maybe Sophie can talk to him a tiny bit, and possibly fitz a too, but nothing is able to pull him back. Sophie believes in him, and stills by his side, but it seems hopeless. Everyone is waiting for his mind to break.

But the break never comes. Keefe slowly build himself back up and realizes: he was never that sorry. He had cried for his lost mom, for the act that he had done, for what could be, but truth was, he had never had that mom in the first place. He had lost her a long time ago and anything he wished could be never would. And the hardest yet somehow the easiest truth to admit was that he had done the world a favor. Gisela has been spiraling it towards disaster, but he had ended it in just enough time to stop her and allow the world to build back up.

What if the entire reason the Neverseen was formed and the reason they keep committing acts of violence is and was only to prompt the Black Swan into acting?

Like what if they knew that the world would never respond to a group like the Black Swan trying to fix it because they couldn’t see that there was anything to fix? The only reason the council agreed to work with the black swan and began to see their mistakes in the first place is because the violence the Neverseen did highlighted everything, and gave the council a reason to trust the group trying to fix it.

I mean you hear them rambling about how they “want the same things” and “need to be violent to save the world” and honestly? They were right. None of the good that the Black Swan has provided so far would’ve come if the Neverseen hadn’t caused the problems and gave them something to fight against. So what if it was intentional? And they’re still continuing their plans in order to prompt the world into changing even more for the better, forcing them to fix their problems and to truly think through good solutions.

This is even better if it’s revealed in the end that the Black Swan and Neverseen were working together.

Also, I don’t believe Gisela followed this bigger plan, and instead used the Neverseen to propel herself to her victories. Maybe she started out with them, but strew from the path.

They go on a mission for the forbidden cities. Keefe gets stopped on the street for his work. Sophie looks even prouder.
