The event will highlight the urgent need for timely entry into force and discuss the vital role of the private sector in supporting the implementation of key provisions.
The BBNJ Agreement under the United Nations Convention on the Law of the Sea (UNCLOS) marks a significant milestone in the conservation and sustainable use of marine biodiversity in Areas Beyond National Jurisdiction (ABNJ), which cover two-thirds of the world's oceans. These areas are crucial for climate regulation, global food security, and international trade. However, the Agreement will only enter into force once ratified by 60 UN Member States. As of July 2024, 90 states and the European Union have signed it, but only eight have ratified. This side event, organized by the Governments of Chile and Palau in collaboration with the World Economic Forum, aims to accelerate ratifications and explore the private sector's involvement in implementing the BBNJ Agreement. The event will highlight the urgent need for timely entry into force and discuss the vital role of the private sector in supporting the implementation of key provisions. The launch of the World Economic Forum's White Paper, "Governing Marine Biodiversity Beyond National Jurisdiction: Roles and Opportunities for the Private Sector," will stimulate dialogue on the private sector's potential contributions. By showcasing key findings and recommendations, the event seeks to foster inclusive consultations with non-state actors, including industry representatives from sectors like shipping, fisheries, and telecommunications. Ultimately, it will call on governments and businesses to collaborate in ensuring the protection of marine biodiversity in ABNJ and setting the stage for the Agreement's swift implementation.
The adoption of the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction (BBNJ Agreement) marked an historical achievement for the protection and conservation of the ocean outside national jurisdiction, after almost 20 years of work. The BBNJ Agreement will enter into force only 120 days after it is ratified, approved, accepted or accessed by 60 UN Member States. As of 25 July 2024, 90 States and the European Union have signed the Agreement and eight of these signatories have also ratified.
The Areas Beyond National Jurisdiction (ABNJ) are one of the great remaining commons of the planet, and critical to sustain life on Earth. Representing two-thirds of the world's ocean, they are home to millions of unidentified species. As they absorb heat and store excess carbon dioxide from the atmosphere, they are critical to regulate climate and slow the impacts of climate change. Additionally, these areas are crossed by 90% of global trade, host critical communications infrastructure with over 95% of transoceanic data communications and play a critical role for global food security accounting for at least 6% of global fisheries; making them critical also for several industries that depend, directly or indirectly, on them and their resources.
This side event aims at calling on UN Member States to fast-tracking ratifications, discuss ways to prepare the grounds for the Agreement's timely entry into force and implementation, and also discuss more specifically the role that the private sector, and other non-state actors, can and should play in the implementation of many of the Agreement's provisions. To stimulate reflections on the latter, the World Economic Forum will launch the White Paper "Governing Marine Biodiversity Beyond National Jurisdiction: Roles and Opportunities for the Private sector."
