It's important to communicate openly with your employees to find out the source of the problem. Have you tried asking your kobold why she wants to take the dress off? By the sounds of it, she seems to have a bit of an exhibitionist streak. Maybe you could try a compromise and alter her uniform policy to allow going commando, to see if that pleases her. If she's still not happy, you could also modify her skirt to be just short enough to flash a little when she bounces excitedly. I've had success with these changes to my own kobold's uniforms in the past, so hopefully this helps!
