If you don't mind me asking, any headcanons as to what happened with Fred? My own headcanon was that they got into an argument and Romeo kind of... lost control. (As if Xara dies and you save him, he says something about how it 'like it wasn't even me')
And also, how do you think they even got their powers?
Ok so. Truth is the story of the Admins is a little vague, obviously, but I still think we know more about it than some people tend to believe.
So, I know it's not exactly what you asked, but here's my introspection into the Admin's backstory:
Romeo is a mirror to Petra. Despite Stirpe mentioning that they had to cut a lot of Admin-centric content from the game, the story still does exist. They just couldn't expand on it. And you can tell from just the basic way things play out.
Fred left the cabin with Romeo and Xara after some pushing from the latter two (as stated in his journal). They eventually all formed their own civilizations (Romeoburg, The Oasis, Fred's Keep). Romeo had always been into the more violent aspects of their creations, while Xara and Fred's towns look more humanity centered. The followers of Fred mention multiple times that Fred was loyal and kind to his people (which is why he ended up with such a devoted following).
What's important more than anything is the way Petra's story unfolds in season 2. Her friends are all busy with, surprise surprise, their own towns. Initially, instead of seeing this as something unrelated to her and just the way life is, she takes it as a personal insult. She obviously tries not to, but eventually we learn that she is taking it extremely to heart, even to the point of believing there might be something wrong with her that's making the others not want to hang out.
The thing is that Romeo refuses to believe that there could ever be anything wrong with him, and that instead the fault lies in the others. This too is mirrored in Petra's story, with how she takes her anger out on Jesse and the gang at first, before revealing that in reality she's just insecure and misses her friends. Which... I don't know if you're following along... but is the exact same thing that happens with Romeo.
The only difference between them when you ignore them being completely two different characters is that Petra communicates her feelings and Romeo doesn't. The fact that this scene goes down in The Admin's cabin is one of the most well written parts of the entire game.
• Romeo got upset that Xara and Fred didn't have time for him anymore with their respective responsibilities, while he himself was more focused on the adventures and fighting (glances at Petra) and barely respected their hobbies.
• Getting more and more irritable, Fred notices. He knows that Romeo is well above them in power and that Xara and him wouldn't be able to stop him by regular means if Romeo were to decide to take desperate measures.
• He makes the gauntlet and decides to confront Romeo knowing that there would only be two outcomes--him dying, or Romeo defeated.
• Unfortunately, Romeo refuses to talk out his problems with Fred like Petra did with Jesse, because he sees any method of getting a point across that isn't fighting as below him and "weak." Fred giving him that one last chance to be civil is what spelt the end for the entire Underneath as they knew it. (Even at the end of the game, the only way we ever got through to him was with a few blows to the face. Some people just can't be reasoned with.)
• Xara recalls in episode 4 that Romeo had given them an ultimatum, that being join him in world takeover, or face the consequences. They didn't join and Romeo goes through with his promise.
• (This sort of goes into headcanon territory, but I have a whole post analyzing this point, so it's based on alleged facts.) Romeo is uncomfortable with killing Fred and decides to keep Xara alive, thus beginning his avoidance to direct murder.
This is my personal way I see how things played out. I could go a lot more specific, but it'd go wayy more into speculation than this is, and it'd take forever.
As for your last question, I whole-heartedly believe that they spawned in as Admins. Never once human before!!! No way Jose!!!!
I know a lot of people believe that they were originally human because of a line Romeo says at the end; "I hope I remember how the 'normal way' even works." But I think this line has been terribly misconstrued.
I believe the reason he says this is because, back when they first left the cabin, they were much more in-tune with their human community (perhaps besides Romeo, who originally was more lenient with their agricultural interests at first?). If they actually did find some insane way to be all powerful, then it probably would have been mentioned in Fred's journal that recounts leaving the cabin.
And, ultimately, they're obviously supposed to represent creative mode players. You don't find a magical artifact to play in creative, do you? You just spawn in like that.
