Because Grim Reapers must review and collect the souls of those slated to die, the unusually high volume of impending deaths required an elite Reaper like William to be on-site. A case of that magnitude involving the Vatican would be far beyond someone like Ronald’s assignment level, for example.
Additionally, William’s surname, Spears, could be a reference to the Holy Lance (Spear of Longinus), a mythical Vatican-associated relic capable of harming otherworldly beings. Given Yana’s love of historical symbolism (and wordplay), this may hint at deeper Vatican-linked Reaper lore. It's possible she could introduce a Black Butler interpretation of the Holy Lance, reimagined as a weapon crafted using Grim Reaper technology or materials.
Finally, if a human organization like the Vatican is playing God or hunting demons using unsanctioned Reaper assets, it creates a massive bureaucratic and existential mess. William would inevitably be the one dragged into the conflict to handle the cleanup and enforce the Dispatch Association's strict codes.

As a final point, yes, I've seen many people speculate that William could actually be "helping" UT behind the scenes. I’m pretty sure most of these interpretations come from that scene a few chapters back where people thought he was speaking with Undertaker.

I see it more like this: just as Ciel serves as the Queen's Watchdog by using the criminal underworld to keep Britain stable, William could function as the Dispatch Association's Watchdog. As a strict bureaucrat, he understands the Association's blind spots and systemic failures, so quietly monitoring or manipulating Undertaker may allow him to uncover rogue Reapers, illegal technology and other hidden threats that official channels would never expose.
It’s also kind of funny that in that scene from before, people assumed Undertaker and William were interacting, even though we never actually saw them together. That’s why I still feel like when Yana finally has them face-to-face (where we actually see them properly drawn), it’s going to happen during something major.
