Delphine has a lot of initiative and drives a lot of the plot, which is usually a likeable trait in characters... except that she drives so much of the plot that the player character does not get to make any decisions or even come up with anything. Skyrim is already bad about hand-holding and assuming the player is dumb, and Delphine is the unnecessarily abrasive embodiment of that assumption. part of the fun of capturing Odahviing is that it's primarily the player character's plan, if not the player's directly. Delphine basically fills the role of the player character coming up with plans and making decisions. and the most memorable decision she does force on the player isn't really a choice because there is only one way to resolve it and she withholds help from the player so as to railroad them into resolving it that one way.
