In this text, Chan goes in depth about various topics of importance with how technology and information could change the relationship of a country not just globally but locally as well. Also how the access to more information can separate the expression of the people from the State. Creating a place to exist in a cyberspace to voice their opinions, their resources, and create their own communities. Peru, located in South America and similar to other countries in the region, unfortunately lies under the category of being marginalized and underrepresented because of western culture and European standards starting from long ago. Those ideals are still currently affecting countries such as these because there is a belief that they are still not as good or underdeveloped. But the problem is that it all has to do with access. Countries in Latin America are among some of the poorest countries as well as having some of the most corrupt governments and leadership. In many of these rural areas there is no access to any technology and let alone a connection to the rest of society. Therefor there is lack of information for connection.

“although these networks serve the interests of established centers of political and scientific power, so, too, do they channel the interests of regional information activists, local and rural knowledge workers, and citizens with varied technological interests and ambitions” (Chan, 16)

The involvement of people in their politics and activism also grows immensely with access to the internet and social media. Politics in Latin America are so tense, so divided and corrupt. Even over the summer here in the United States we had nation wide protests. But a lot of that IS thanks to the communication on platforms such as Instagram, Twitter and Facebook. Creating groups and events which then leads a swarm of people to them who are interested in the same battle against the top. Not just with Black Lives Matter this year but even with native issues such as the Dakota pipeline who even has celebrities fighting for indigenous rights. If they had more access to that over there, it would connect so many more people of all backgrounds and give them a space within the corrupt to grow as well as fight back. It allows for what the internet was for, it will never fully be a place of peace because everyone has their opinions and beliefs and allowing everyone access to that will inevitably create issues as well. But if it could reach more people and give them a chance to participate then that’s already something we have been taking for granted. The access to all.

Then comes this issue, there is also no appreciation or even acknowledgement globally or in the global market for their works. But up until now, an abuse of the west by coming and stealing their ideas and then entering markets to sell these traditional ideologies and crafts without them even knowing. There’s countless times where textiles and ceramics and paintings have been sold for more money and from the White Western after their journey to these countries. And yet the people who spend all their life devoted to their craft get no credit and even less recognition. The more of that they can get then can enter the competitive markets and they no longer have to be the person in the shadow doing all the work but rather taking charge of their craft and sharing it as intended and deserved.
