after going through the wiki / watching a couple movie caps i have finally decided that ONLY nemesis can exhibit signs of being sentient but it can take a long learning process / perhaps various attempts to break umbrella´s influence on them in order to achieve so . mr. X / t-00 on one hand will stay insensate and it´s purpose will obviously change depending the scenario ,   your muse is fully allowed to antagonize and provoke them in anyway but it´s very unlikely he will react to it unlike nemesis . 

 a thing to know about nemesis / mr . x : they are well familiar with the city , they know every shortcut , every hidden passage held by umbrella & every place of residence / business . although alot of people can assume their memory is only focused on it´s primary targets project tyrant was also successful in showing them a couple more things .
