Seems They've Made The Final Sacrifice
Please note that I mainly wrote this for myself lmao. This is an oc fanfic during the Mockingjay movies. Please don't judge me for my writing skills, I am still reading the Mockingjay books.

The door creaks open, quietly, steadily. A tiresome Katniss enters the room without much complaint but neither with enthusiasm or pride etched in the curves of her face. The bland room didn't pique her attention, only when she drifts to Beetee. The lightning strike had bound him forever to the wheelchair. Was this the plan they fought so hard for?
''There she is, our girl on fire.'' Katniss's brow crinkled momentarily upon Plutarch and a woman matching his stride entering the room. The praising words didn't reach her ears, only a hand was struck out to Katniss. ''What an honor it is to meet you. You are such a courageous, young woman.'' Katniss's hand was engulfed in a warming gesture, though it did not meet the eyes of the woman with the oddly graying hair. ''Katniss,'' Plutarch intervened, ''President Alma Coin.'' So much for trying to get rid of one President...
Another vague figure, perched in the back of the bleary-lighted room, caught Katniss's stare. She didn't recognize them, but logically speaking, she didn't know any of the District 13 residents. It was just a ghost story back in the District 12 after all. But the stories were true. Katniss, Prim and Gale were here. In 13.
She and Boggs share a look that's just between them, but it's loaded. This means something to Plutarch and Coin, but in the herd of the vast majority that had lived here forever, the figure in the back did not fit in. ''Take a seat,'' Plutarch announces, as he along with Katniss and President Coin ease themselves down on the steel chairs. Not quite the comfort, but there's worse things that can occur.
Somewhere inbetween the explanation of the arrow striking the force field and something, something about unifying the districts, Katniss couldn't help but ask. Plutarch, skimming through an empty notebook without a care for the ongoing conversation answered it before Katniss's words could leave her mouth. ''If you're wondering who else joined the room, that's Reeve from District 4.''
Finnick, Mags, Annie, and who? ''She was a victor, in the 66th Hunger Games, the year following Finnick. Now just a refugee.'' Plutarch went on. Coin, tight-lipped, but ever professional glued her lips shut for this moment. A chair scraped against the linoleum floor, the figure, now known as Reeve stands up and inces closer. One hand staying on the table, she comes in sight. Bright ginger hair, but eyes vacant and empty. Katniss didn't have to ask for a reason, likely because she had the same.
''Seems like we found our Mockingjay.'' Unlike Coin, Reeve's voice wasn't laced with any form of contentness or astonishment to see Katniss alive and well. Reeve eyed her bitterly, slugging down on a chair besides Plutarch. Coin cut in, ''Everyone in 13 is ready for this, the revolution.''
''And what about Peeta? Is he alive?'' Katniss's abrupt change up subject tensed the room up, except for Reeve, lax in that chair, pale arms dangling by the sides of it. ''I barely managed to make it out of 4, but every other victor is...'' Reeve didn't finish her sentence, mouth slightly agape. She recovers, tilts her head and speaks, ''likely to be dead. Peeta, Johanna and Annie might have a different reasoning, but I don't think anyone is gonna like that either way.''
''We don't know where he is, but I wish that I did. There's no way for me to contact the Capitol anymore.'' Plutarch says grimly, Beetee speaking up. ''The Capitol has always suppressed communication between the Districts. But, I know their system very well. I managed to break through. What we need now, is the perfect message.'' Beetee affirmed, pushing his glasses further up his nose bridge. ''I can't tell you much, Katniss.'' Reeve indicated, eyes facing the table. ''But I do know that us victors have the highest prize to pay if we don't start now. You, me, Peeta.'' That struck Katniss, the words of the older victor hitting bullseye, right in the center of her heart. Her vision blurred, swallowing a dry insult lying on her tongue. ''We need every district to stand on our side for this, to riot, uprise like you did.''
The words weren't sugarcoated like Plutarch's words. But the idea ridiculing her with propoganda material, inside an underground bunker, with little to nothing to rebel about (except maybe for Haymitch, sobering up at the moment). It shouldn't have been her, it should've been Peeta. ''You left him there.'' An eerie pause, ''You left Peeta in the arena to die.'' Katniss's fist slams down on the glass table, ''Peeta was supposed to be the one to live.'' Her voice delivered a raspy undertone, filled with rage and regret. So much anger for not having Peeta sit here instead of her. Reeve rose to her feet, hand brushing away Katniss's pitch black hair and resting it on her shoulder. ''She's heard it now, give her some time.'' Reeve claimed, guiding Katniss out of the door. A last spiteful glance was handed to President Coin.
The chatter in this cement block hadn't died down. Reeve didn't utter a word before both victors were standing in the elevator, ascending to higher grounds. ''I'm not gonna rub it in, but the victors truly are dead. Augustus Braun, Palladium Barker. All gone, Snow has planned this from the start.'' It didn't startle Katniss anymore. ''He isn't stripped of his intelligence and cunning, Katniss. Think wise. Your singular arrow hitting the force field is not gonna stop him.''
''Unless we undertake action.'' Katniss mumbled somberly. Reeve nodded slowly, averting her eyes to the ground before the elevator halted on her block. ''If you ever want to ask something, make a request, or have a chat with me. You now know where to find me.'' Reeve said, a genuine and gentle smile playing up her lips before she turned away and sauntered off to her own little place.
Perhaps Katniss might even pay her a visit sometime...
