Honestly I find the behaviour of the soldier to be more of an argument against it being Connie, but who knows how much he may have changed during the time skip. It could very well be him, and Connie was the first character that came to mind when I saw this panel. Isayama sometimes has a problem with Same Face Syndrome (see: Armin and Historia and every Reiss/Tybur ever) but here we have Pieck recognising him which is something we’re supposed to take note of, it wouldn’t be just some random she met once upon a time and a new character. Then there’s the issue of hiding his face, which wouldn’t be necessary for a new character.
