Nope. While there are a lot of parallels between Gaster and Papyrus I don’t think they’re the same person. No one tries to argue that Gaster is Sans despite them also having many parallels (Sans’ snore font is Aster, he uses Gaster Blasters [I mean, so does Papyrus but the evidence for that is implied via conversation not outright visible like Sans] Sans has a background in science related things, etc).

Even though there’s many connections between them like Papyrus not speaking with an asterisk, speaking in all caps, getting weird in that one phone call where the core is in view, not knowing what his hands look like because he never takes off his gloves (however that connection is contradictory because it draws from the idea that the mysteryman sprite is Gaster [a theory I would argue is canon at this point due to hidden poetry in the DR code talking about writing in weird symbols and having facial scars] where the hand hole HC for Gaster comes from which means if Papyrus also has hand holes then that is a another connection they have but doesn’t mean they’re the same people because mysteryman still exists as his own entity), etc.

I prefer to think that Gaster is related to the brothers, likely being their dad or a third brother. My evidence for this is a combination of “Both the skelebros have connections to Gaster and they both use Gaster blasters, plus they’re the only other font-speakers it’s a natural conclusion to come to” and this from Toby’s twitter

The redacted part of this is the point of interest.

The most interesting thing with it is that the blacked out text is very close to the “a” so it could say “a father” OR “another brother” which makes more sense IMO because of how much space is redacted before the word “named”. 

The other thing I find telling about this is that even though this is very early concept stuff he needed to redact something out, possibly to prevent spoilers. But at the SAME TIME. He left just enough visible for us to speculate on it. It would have taken less effort to just cut off the side bit, thus redacting it all with minimal loss of relevant commentary.
