but more importantly - and at the risk of being 'that guy' - copyright is bullshit and not real and you can just make whatever you want
I'm not trying to be coy or fein ignorance here - genuinely you can make anything you want and nobody can stop you (short of yaknow the pinkertons showing up at your house)
some of the best media I have consumed has been by folks like @moonshotpods / @revryebread / @charaznablescanontoyota. whether it's Interstitial or Batman: Bump in the Night they are doing groundbreaking stuff telling their own stories with a blatant disregard for copyright and I adore it
more specifically to Doctor Who though - y'all know stuff like Faction Paradox, Arcbeetle Press, and @obversebooks exist right? not to mention Big Finish? there are opportunities to play in the Doctor Who sandbox, whether by name or as a cheeky non-IP infringing but conveniently similar set of characters or concepts
not to mention like... RP with your friends and creative collaborators is free. YOU CAN TELL YOUR OWN STORIES about ANY IP YOU WANT. at any hour via any medium. telling stories is one of the most fundamentally human things you can do

Further to previous post if you're interested in big finish these are what I would think of as the S tier classics:
Spare Parts: fifth doctor & Nyssa. Standalone but benefits from having seen Earthshock (80s TV story). BF's run at a Cyberman origin story. Absolutely brutal. Hugely influential on new who cyberman material.
Jubilee: sixth doctor & Evelyn Smythe. Standalone but Evelyn is introduced in The Marian Conspiracy if you want to know more about her. Later adapted into Dalek (2005). The Doctor and Evelyn land in the English Empire 100 years after Earth fought off a dalek invasion... With the aid of the Doctor and Evelyn. There is one dalek prisoner and it is set to be executed at the Jubilee.
The Chimes of Midnight: eighth doctor & Charley Pollard. Part of a story arc, listen after Charley's intro Storm Warning (solid, good time) unless you are good with being a bit confused. The Doctor and Charley land in an Edwardian townhouse on Christmas eve where people keep dying in bizarre & grotesque murders. Contender for all time best Dr who story.
just wanted to add that all three of these are from the first 50 episodes of the Big Finish monthly range, which are available free on Spotify and library apps like Hoopla.
