Ciel is conflicted.

Yana has written a bit about this on her blog in regards to the anime, about how Alois pulled his demon desperately close and Ciel was pushing Sebastian away and I think that in the manga that Ciel is doing that too.

While he is cunning and brilliant he is very physically weak and young. He has seen first hand what people can be at their worst and had it reinforced again and again with his aunt and the Circus and on and on. So he doesn’t give his trust to anyone but his servants and even them only with in reason.

Sebastian is the person who he lets closest to him and that is because he knows that he has the contract to act as a leash. Sebastian can not lie to him and can not act against Ciel’s direct wishes unless it puts his life in danger. But because of this Ciel is wary, he never forgets what Sebastian is and what he is owed, he remains cautious at all times so as not to let himself be taken in by the demons all too tempting charms.

He will laugh with him, spend his days with him, trust his life to him, even (if you are so inclined) take him to his bed, but his pride refuses to let him take that any further.
