The Babel Files

Abilities: Stargirl is in possession of the ‘Cosmic Staff’, an invention which grants her the power of flight, in addition to the ability to fire blasts of energy from it. It also appears to increase the durability of the wielder, akin to some kind of force field. 

Weaknesses: Stargirl is ultimately dependent on her staff and, if separated from it, is left with the capabilities of a well-trained teenage girl. In addition, the staff, being technological in origin, can be disabled with a strong enough disruption effect.

Babel Protocol: I’ve designed a custom battery cell that, when in close enough proximity, would be able to sap the staff of its stored stellar energy, leaving it powerless. From there, it becomes a simple martial arts match.

Abilities: Beast Boy possesses the ability to transform into any animal that he can imagine. This provides him a great amount of versatility and unpredictability in combat situations, while also being useful in non-combat scenarios, such as surveillance or traversal.

This ability is not limited to Earth fauna. Beast Boy has been proven on occasion to be able to take on the form of alien animal species, although according to Dick this places a much larger strain on him than a familiar form would.

Weaknesses: Despite the versatility of Beast Boys ability, any form he takes will still be recognisable, due to his green hue transferring to them. Therefore, he could only be a stealth operative if he were to become a small enough animal, or one of the same colour.

There is also the untested theory that switching between forms at a rapid pace would be enough to exhaust him, therefore leaving him vulnerable.

Babel Protocol: I’ve designed a hallucinogen which, when administered, will trick the mind into perceiving a new form of threat every second. Combined with Beast Boy’s hyperactive mind, this should cause him to rapidly switch between forms to counter each new threat, leading him to tire himself out and revert to human form.

Abilities: Raven is the daughter of Trigon, and therefore possesses immense magical ability. In her current, self-controlled form, she has great skill in telepathy, empathic healing and umbrakinesis. She can also astrally project and summon her ‘Soul-Self’, a state wherein she unleashes even more magical power.

This is her powerset when she maintains strict control of her emotions. If she were to let loose, or succumb to her father, Trigon’s, influence, her capacity could be limitless.

Weaknesses: As mentioned, Raven’s power derives from her emotions, so she must maintain constant self-control in order to avoid going too far and becoming corrupted.

Babel Protocol: I know of a chemical concoction that can affect the brain’s chemistry and induce a state of emotional numbness. If we could inject her with said substance, her mind should go into shutdown, greatly limiting her access to her magic. There is no guarantee that this could stop Raven if she were to fully give in to her father though.

Abilities: As a Tamaranean, Koriand’r possesses superhuman strength and durability, as well as the ability to fly. Her main power, however, is the ability to project ‘starbolts’ from her body. These bolts of energy are of a temperature high enough to melt steel as if it were butter, certainly living up to their moniker.

Weaknesses: Tamaraneans need regular exposure to solar radiation in order to maintain full strength. They are also a species heavily dictated by their emotional state. They are at full strength when they are highly emotional, and a suppression of emotion would depower them.

Babel Protocol: I developed a cache of nanites that, when deployed, would enter Starfire’s head and target her temporal lobe with a series of subsonic frequencies that would temporarily shut off her ability to feel emotion. Without her feelings fuelling her powers, she is not a dangerous threat and can be rehoused to a secure facility.

Abilities: Supergirl’s powerset is identical to her cousin’s. That is to say that her Kryptonian heritage allows her to absorb the radiation of Earth’s yellow sun and become empowered as a result. 

Kara is not only nigh-invulnerable to harm, she also has superhuman strength and speed, in addition to powers such as heat vision, freeze breath, flight, and the ability to see across the electromagnetic spectrum. Kryptonians truly are a grab bag of threatening abilities.

Kara spent longer on Krypton than her cousin, and during that time trained in several forms of Kryptonian martial arts. The ones I know of were called ‘Klurkor’ and ‘Torquasm Rao’. I have trained extensively in almost all earthly forms of fighting, but Kara’s style is one I have never encountered.

Weaknesses: As a Kryptonian, Kara has all the same weaknesses as her cousin. Kryptonite radiation is toxic to her and weakens her powers. The effects of a red sun’s light would similarly depower her while active. In addition, Kryptonians are just as vulnerable as humans to the effects of magic, and it has proven a potent weapon against them.

Babel Protocol: I made a kryptonite bullet in order to stop Clark but, in the case that both Kryptonians were on the warpath, I produced ‘red sun cages’ just in case. These work by trapping the Kryptonian in a hard energy cage made of red sunlight. They should be depowered quite effectively.

Abilities: When empowered, Shazam is on the same strength level as Superman and Wonder Woman. According to the Billy’s own account, he possesses the Wisdom of Solomon, the Strength of Hercules, the Stamina of Atlas, the Power of Zeus, the Courage of Achilles and the Speed of Mercury, which is a ridiculous power set if true. 

What I know for certain is that he is empowered by lightning of magical origin, making him a good foil for a Kryptonian.

Weaknesses: The transformation from Billy to Shazam is enabled by a vocal phrase. If he says it, he instantly becomes a powerless child.

Babel Protocol: If it is impossible to intercept him in civilian form, then my plan is to implant a VR chip on his person. This will place him in an imagined hostage scenario where he must depower to save his family, whom he seems incredibly fond of.

Abilities: Jefferson has the metahuman ability of electrokinesis, allowing him control over electrical energy. Not only can he absorb and project electricity in blasts, his ability also gives him control over electromagnetism. As a result, he can manipulate metal in a limited capacity, allowing him to deflect bullets or use metal plates as repelling surfaces, for a few examples.

Weaknesses: Jefferson’s abilities are psychosomatic, and as such depend on his emotional state. This could cause his powers to become unstable if there were emotional stakes involved.

Babel Protocol: I developed a specialised form of rubber designed to insulate against Black Lightning’s attacks in particular. It is solid enough that, if needed, I could produce a container sturdy enough to hold him.

Abilities: Zatanna is a powerful magic user, having mastered the art of ‘backwards speak’ casting. Essentially, if Zatanna says something backwards, the gods of magic will bring it into existence. Her power is only limited by her imagination and the energy it takes to cast each spell.

Weaknesses: Zatanna must speak her spells into existence. If she were to lose her voice, she would be powerless.

Babel Protocol: Zatanna’s spells require precise wording to work. I have invented a sonic device that scrambles the target’s language center when hit, disabling their ability to speak coherently.

Abilities: Through the use of his patented ‘Bio-Belt’, Ray Palmer can alter his size while maintaining his mass. As a result, he can shrink down to microscopic size but still hit a hard as a human man, effectively acting as a bullet. There have also been rumours of size growth, but it sounds like nothing more than an unrefined concept at this stage.

Weakness: His powers depend upon the bio-belt, and without it Palmer is just a standard human male without much formal combat training.

Babel Protocol: Palmer’s bio-belt depends upon a dwarf star alloy to function. If I were to fragment the piece inside the belt, it should theoretically put him into a state of infinite shrinking which he would be unable to escape from.

Abilities: In addition to being one of the best martial artists I know, Dinah possesses a ‘Canary Cry’, which is a supersonic scream capable of not only stunning those around her but also hitting targets with actual concussive force.

Weaknesses: Dinah’s main weapon is her Cry, so if you were to disable her voice she would be much easier to fight.

Babel Protocol: I have a sound dampening field built into my suit, so that I am noiseless in stealth situations. If I were to extend the range of that field, it would render anything in the vicinity mute, therefore stripping Black Canary of her power.

Abilities: Oliver is a man in peak human condition. He has trained in several forms of martial arts and is a keen inventor. His true strength, however, lies in his archery skills. With a bow and arrow he has expert accuracy, complemented by his wide array of ‘trick arrows’, made to fulfil a multitude of purposes.

Weaknesses: Despite his training, Oliver is still just a man. He is also quite easy to anger, and a manipulative opponent could bait him into an attack.

Babel Protocol: A relatively simple plan compared to others in my files, but if one were to trap him in quick-hardening foam, he would be unable to use his arms or access his quiver.

Abilities: Firestorm is a walking fusion reactor, and as such can both absorb and expel extreme amounts of energy and heat. Their main ability, however, is elemental transmutation. They can essentially transform one substance into another, as long as they know the chemical bonds that each substance is made from. The limits of this have not yet been found, but it is known that Firestorm is capable of creating kryptonite.

Weaknesses: Firestorm is the result of two separate entities forming into one being. This is a highly unstable process that can only be regulated through use of a Firestorm Matrix. If the matrix were to fail in some way, Firestorm would be forced to separate into their two hosts.

Babel Protocol: This is an absolute worst-case scenario plan, but if you were to expose Firestorm to an excess of nuclear radiation, the Firestorm matrix should theoretically be overloaded and malfunction.

Abilities: Possessing the Tantu Totem, Mari can give herself the attributes of any animal on Earth. For example, she can fly like a bird, have the strength of a rhino or the speed of a cheetah to name a few possibilities.

Weaknesses: Vixen’s abilities depend solely on the Tantu Totem. Without it, she is just an ordinary human woman.

Babel Protocol: I have developed nanites that, when deployed, will coat the Totem and magnetise it, allowing me to use a supermagnet and rip it from her.

Abilities: Following exposure to Thanagarian Nth Metal, the Egyptian prince Khufu was gifted with the ability to reincarnate upon death, effectively becoming an immortal being. In addition, every incarnation of Hawkman has been gifted with wings, enabling flight. Throughout his past lives, Carter has become a brutal warrior, mastering many forms of medieval weaponry, most notably favouring a mace.

Weaknesses: Despite his powers, Carter is only slightly more durable than a human man in peak condition, and as such a sufficiently powerful attack would prove crippling.

Babel Protocol: Carter lacks the wing enhancements that Kendra has developed, and so his wings are pure flesh and bone. Sever the wings, and Hawkman has lost his main advantage.

Abilities: The Egyptian princess Chay-Ara’s exposure to Nth Metal granted her the gift of reincarnation, meaning that every time she dies she will be born again with her memories intact, effectively rendering her immortal. Each time she is reborn, she is also equipped with a set of Nth Metal wings, which both function as a form of flight as well as a razor-sharp weapon in combat.

Weaknesses: Despite her enhancements, in battle Kendra is only marginally better than a human, and as such carries much the same vulnerabilities as they would.

Babel Protocol: I have blueprints for a device that would project a strong gravitational force, effectively grounding whoever was above it. If Hawkgirl’s flight advantage is removed, it is as simple as a battle of skill.

Abilities: A mix of human and cybernetics, Vic is the peak of robotic enhancement. As a result of his Promethium shell, Cyborg is extremely resistant to attacks, and can easily repair any damage dealt to him. His body is also outfitted with a number of functions, including an eye beam, propulsion jets, a white noise cannon, sensory arrays, and a Fatherbox that allows Vic to open ‘boom tubes’, essentially enabling instant teleportation.

In addition to these, Vic can also interface with any piece of technology, as well as having access to any information that has been stored on the internet. This has benefited the League a number of times, but I cannot deny that it is a major security risk.

Weaknesses: If something could disrupt the cybernetics in Vic's body, he would be left as an immobile shell. Likewise, psychic interference can similarly effect Vic’s brain as it would to any human.

Babel Protocol: During our time in the League, I worked to integrate a backdoor kill switch into Cyborg’s system. Only accessible by myself, it would serve to paralyse his body when activated, leaving only his life support systems functional.

Abilities: As one of the last Martians, J’onn is one of the most powerful psychics in the universe. He has mastered this power, and can range from either picking up surface thoughts to delving deep into a person’s mind. This alone makes him a hard foe to fight, as the battle could be over before you even lift a finger.

His abilities are not limited to telepathy though. J’onn can also shapeshift, move things telekinetically, camouflage himself and phase through solid objects. Essentially, if there is a power Superman doesn’t have, J’onn can probably cover it.

Weaknesses: Due to the trauma of the attack that wiped out the Martians, J’onn has a deep-rooted fear of fire. Exposure to it has been proven to cause J’onn to lose control of his abilites, becoming a danger to himself rather than anyone else.

Babel Protocol: I have created a cache of nanites that would be deployed to coat J’onn’s skin in a layer of magnesium, which combusts upon exposure to air. This should incapacitate J’onn if he ever needed to be neutralised.
