It is not feasible to assume the entire population of Detroit left or could leave.

And despite the androids Connor freed, Markus and those of Jericho would not make demands the humans flee. It is as much their home as it is the Androids. Markus' speech is clear - trying to achieve peace and build a better future between their species while also securing the Android place and their rights is their goal. Ofc they would need housing, shelter, etc. But not at the price of kicking every human out and sacrificing a potential peace.
