I'd really like to add my own thoughts onto this because I think it's a really good theory. Please feel free to add your own thoughts as well or correct me if I'm wrong.

In the comic, I'm not sure if we actually see adult Franco clothed. We see depictions of him when he was younger, doing work for his dad, but we don't really see him after he gets dropped by the CIA. The only time we do see him is when he is fully naked so we have no concept of his fashion. I know that he is wearing a zoot suit which are meant to be oversized so we will ignore that factor but I feel like the colour or outfit choice wouldn't make sense for Franco as he has been described or implied to be.

With how Franco carries himself and his behavior in-game, it's clear that he values style and swagger quite a bit. He likes to look cool. He purposefully flirts and acts charming. To me, it wouldn't make sense that he would wear such a dirty and stained suit especially with voicelines towards reagents saying not to damage it. He values his clothes. Like TravestyTap says, it's likely that he actually wore different attire pre-Murkoff. It would've been tailored and more practical, could've hidden things he's insecure about. You could also factor in the literal sense of how we only see Prime Assets wearing one outfit as if it's the only choice they're given. Franco doesn't strike me as the guy to only have one outfit.

It's established that he somehow finds money to pay for working women, alcohol, or other 'luxury' things so I don't think it's too far fetched to say he would spend money on some nice items of clothing.

But why would a guy who knows how to act cool and likes to look cool, even fixing his hair mid execution to look nice, dress in an almost humiliating way. He has dialogue eluding to the fact that he is somewhat insecure of his fetish as well. Murkoff knows he likes humiliation in a sexual way and that it's also a source of his frustration, I don't think it would be far fetched to say they dress him like that and exaggerate that side of him to keep him in that state of anger and yearning.
