Not that it necessarily should have been on its own, but it did provide something that most published sourcebook/adventure combos (at least in 1st/2nd edition) didn’t: sufficient coverage to quickly create a party of native characters and get them playing.

The Native American Nations series (Vol. 1,Vol. 2) assumed a Seattle-based team, as did London Sourcebook/Imago and Tir na nog/Celtic Double Cross. This makes sense from a sales/publishing perspective if you want to keep the same players involved, but it does limit the stories you could tell.
