honestly, my approach to quadrupedal winged creatures is similar to my approach to winged humanoids.

Whether or not you add a keelbone in front is dependent on whether you're going for feather wings or membranous wings. I also find it easier to place the wings and shoulderblades on a quadruped, because irl animals already have their shoulders lower on the side of the body, so if you just kinda shrink the shoulder blade you can add a wing higher up on the back. And the front legs will be less prioritized than the wings in terms of musculature, because I think the flying limbs ought to have the stronger muscles. so like, a pegasus probably can't run as well as a regular horse, but they'll have enough front-leg muscle to assist in takeoff from the ground, and they can still walk fine. it's also largely dependent on the animals you're referencing, because a more lizard-like dragon is not going to have the same body shape as a pegasus.
