I've said it before and I'm saying it again:
Papa Graham knew his son was in the spectrum and gave him fun litte activities and supported his fixations.
I mean, fishing?? Making fishing lures?? Motor boat fixing?? Letting him keep a lot of dogs?? Papa Graham may have been poor but the man knew he's taking care of a fae kid.
As far as I'm concerned of the sources, Papa Graham did not demean his son for being unsociable and dainty. Will grew up reading fine arts and not being ashamed for who he is. (Aside from the unstable part, which is Hannibal, Alana, and Jack's fault). Will is also not judgemental of people. He never demean Hannibal's upper class tastes, The science trio's nerdiness, and the serial killers' poetic weirdness. He only wants to be himself, by himself. He calms himself down by thinking of fishing and boats. We may have not much sources about Papa Graham, but I think we need to thank the man, because if he were cruel, we would have experienced Will's painful flashbacks about his past and how he blames his father for not understanding his condition.
My headcanon is that Jack in his post-fall desperation sought out Will’s dad but instead of trying to help he just threw Jack out the door and told him he hopes his son is happy and that Jack will never find them.
