When @scotchism tweeted this, It was obvious that the collective wisdom of the internet was going to get together to turn it into a meme.

So clearly, it's Amit Shah watching a man doing something, except, on more detailed inspection, it's Modi watching Amit Shah watching a man do something.
But the very first thing that comes to mind is the idea of Amit Shah watching things other than the man in question, like for instance
In the light of his well-publicized surveillance skills, why not have Amit Shah watch Obama and co watch a CIA operation
Alternatively,
It's only fitting if he watches someone famous for looking at things, so here is Amit Shah looking at Kim Jong Il looking at things (which in this case is a large cucumber)
But that's too commonplace and simple. Why not, as @St_hill pointed out,

But we can go deeper.
