“Never at any time or place have I seen children enjoy themselves so thoroughly as in the wading pools at Buffalo [NY] a few days ago,” said C.M. Loring, the father of the Minneapolis park system. “Children delight in getting their feet into water and the smaller they are the better they seem to enjoy paddling and splashing about in the water…It is impossible to describe how much they enjoyed it, but one hour of the happiness the little ones displayed in the pool was worth more than the pool cost. Minneapolis needs wading pools and if there is any money available I shall urge that wading pools be established.” (Charles M. Loring, Minneapolis Journal, June 21, 1904)

Wading pools slowly emerged in the Minneapolis parks--Alongside Lake Harriet, North Commons Park, Elliott Park, Van Cleve Park, among others. By 1935 there were 17 wading pools across the city. In the 1950s, many more were added and old pools were improved. Today, Minneapolis parks have more than 60 wading pools and splash pads.
