The team arrives in Under Junon, where they discover they are still being hunted by Shinra. They meet the town's mayor, Rhonda.

Under Junon is a port town atop which the city of Junon was built. As a result, there is a slab covering the sky. Traces of the old fishing village can still be seen: wooden houses, boats, and maritime decorations. The skeleton of a sea monster hangs in the main square, and an anchor serves as decoration. A large elevator leads to the main city; the gate is closed, and people are protesting in front of it. Since the city overlooks the water, children are playing with a dolphin despite the water being polluted by the underwater reactor.

You don't want to make me come in there and fetch you! Because I would love to do it.

I rushed in here because I was hoping Yuffie would join me and that I could run back out and do the rest of the map with her as a party member. Spoiler alert - she doesn’t join your party yet. So… now I’m going to go chase a dog around and dig up chocobo treasure for another three hours before letting the dolphin toss me up to Junon.
