things like free therapy for both active and retired shinobi, better orphanages, better stipends, foster homes, laws against orphans under a certain age living alone (yes i'm talking about naruto, kakashi, sasuke, obito, etc)

oh and let's not forget therapy for children (whether orphaned or not, shinobi or not) to help deal with their trauma (kids like kakashi, naruto, sasuke, obito, neji, gai, iruka, orochimaru, kushina, anko, etc)

oh and let's not forget better handling of prodigies so we don't repeat what happened with kakashi and itachi

like let's not make preteens into anbu, yeah?

maybe make a special program for kids who qualify to become genin early, and instead of having five-year-old genin maybe let's have them apprentice higher level shinobi, maybe get special training for a particular area they show proficiency in (like naruto apprenticing jiraiya or sakura with tsunade)

and until they reach a certain age let's just have them apprentice people, call them a "tokubetsu genin" or something, i don't know
