I think Izzy is the way he is because he worked with Ed at the "peak" of the Blackbeard persona. Ed choked Izzy out and that was supposed to be a sign that the "real" Blackbeard was coming back, so imagine how much more abuse Izzy used to take. It seems like Ed was the first "real" pirate that Izzy served under, so he probably got mistreated and internalized the idea that it wasn't just okay, but good, that his captain acted shitty and violent towards him. If that was the only role model of a proper pirate that Izzy saw, it figures that he would try to channel that behavior with everyone he encounters.
Then when Ed shows signs of being a better person, Izzy doesn't follow his lead, but regresses because he's afraid that the status quo of being mistreated and abused by Blackbeard is threatened. Izzy knew that he could win the approval of the old, abusive Blackbeard by being cruel and sycophantic, but he has no idea how to work with a compassionate, kinder Ed.
For a while, I kinda wanted Izzy to get killed off because he seemed like a shitty guy, but now I think Izzy really deserves a genuine apology from Ed. That and some time to actually figure out who he is and what he wants when he isn't copying the brutality that's basically been beaten into him.
