The dynamic between Coco and Tartah is so cute and sweet, but only at the start. As the story progresses, we get to see how much they differ, even if their heart are in the right places.
In addition, we get to see them switch roles that they played for each other with other people. Coco is helped by Agott, to parallel how she helped Tartah. Tartah goes out of his way to help Custas, to parallel how he was helped by Coco. It seems clear that they play that role in each other's life. Not in the same way Agott and Custas do.
In a more lenient and kind world, they might have ended up together. But the world of Witch Hat Atelier makes it clear that, at least now, they can't be together simply cause their view of how to deal with the system differs too much.
