After reading @zonerobotnik 's newest update of her fanfic (which go read it, it's a really good idea and looking to be really interesting) it got me thinking about something I was wondering on Discord before too..
Were the outer people of Corona told Eugene was Flynn Rider?
In What's The Hair, when Varian says he's Flynn Rider, he jokingly denies it that Varian can't prove it until Varian says he's a fan.
In Fitzherbert P.I, Feldspar points out that now that 'now he knows him,' and that he stole boots from him.
These two scenes make it seem in the citizens case, they weren't told/meant to know. While Varian's could just be Eugene being used to hiding his identity so the first inclination is to deny it, the fact Feldspar says "NOW I remember you," makes it lean towards he wasn't told who he was before.
Then in the comics, you also had this
Again, hinting no one knows he was Flynn Rider, so the newspaper has to tell people.
Was it possible his pardon was kept only amongst the Monarchs, Guards, and possibly the nobles? (As well as those not stupid that recognize him like Varian)
Thinking about it, even Trevor only seemed to recognize him later for the In Like Flynn stunt and not the fact he robbed his ultimately secure castle in the past, but Captain did.
