the little thingy's in the holsters are probably serotonin and adrenaline injectors like nemisis has in his addons, and the add a med injector in there for good measure. i think the rolled up thing could be a tourniquet? i'd assume if they were selling these guys for 120 mil they should be able to do bare minimum first aid on themselves for longevities sake (notably, X featured no toolbelt whatsoever in re2r, maybe they learned from their mistakes with the t-103s that were sent out in raccoon city) a walkie... talkie??? i guess??? they don't let them speak idek wtf thats for. and then weird glowing vials on his front holster thing that are likely vials of infected matter for situations like victor's escape with grace. beyond that idk what else he could be carrying.

leon can see the helicopter where Jr is just by turning around... i think in my version of re9 this is where leon gets the upper hand on Jr, setting of one of the rockets with a bullet. Jr gets far enough away in time that his limiters protect him from the explosion, but he falls off the three story building there and is down for the count long enough for leon to break the cranial implant..... ok yay.
