Yes but no.This is a tricky one! The word Pigeon is usually refereed to the domestic pigeon Columba Livia, and there are many different colours and shapes, white Columba Livia are still pigeons. 

And Doves is used for the other birds from the Columbidae family.Why is the difference important? can’t all be just pigeons or all of them just doves?

It is important to differentiate between pigeons and different dove species because their behaviour and needs are different. Domestic pigeons come from the Rock Dove, but they are now a domestic specie, they are smarter than doves, they eat basically the same but need more enrichment and their social needs are more complex, Columba Livia live in groups, all the family gathers together as long as there is food for everyone, they mate for life but still stay with their parents, cousins, etc. Just as people.Doves also mate for life but they do not generally stick with their families, they stay just with their partner. So a pigeon can be friend with many people and birds, a dove usually just chose to get along with one person or one other dove and it’s more difficult to socialice with other people/doves.Talking about doves there are many of them, domestic ringnecks rely completely on people, they evolved in a different way from pigeons and they lost most of their survival instincts, so you have to be more careful if you are caring for these doves, they aren’t as smart as pigeons and you can’t release them or leave feral ones, if you see a domestic ringneck dove you should attempt to catch it, they need people. Wild doves have their survival skills, and there are doves you shouldn’t bother. I can’t talk about other countries, so I will talk about Mexico.Here we have Inca Doves and White Winged Doves, and they aren’t pets they are wild birds. Sorry if this is a little messy, I think a lot about pigeons and doves and I can’t explain myself.
