god are there really people out there paying a ridiculous amount of money to fuck on a plane? not to mention they give you a fucking certificate of achievement 😭

O.W.C.A. trains their agents in hand-to-hand combat/use of gadgetry, 

scenarios/teamwork, 

and toilet training (for young recruits). 

We see in Phineas and Ferb the Movie: Across the 2nd Dimension that traditional O.W.C.A. field agents are typically assigned to a host family at a young age, and their Animal Rescue Center front seems to imply that the younger agents are orphans or were abandoned.

However, O.W.C.A. agents can also be recruited from any species at any stage of life (particularly those who’ve stumbled across the battle for Good vs Evil), as seen in "Attack of the 50 Foot Sister"/"Phineas and Ferb Save Summer"/"Where's Perry?"/etc.

Additionally, animal agents that are more on the large/wild side likely don’t have host families (seen above and with agents such as Agent W 

and Agent C.H.).
