... There is a very simple rule, not followed as often as it should, but very effective.

Do not just punish someone for doing something wrong, give them a reward for doing the right thing.

I completely understand the route @staff has decided to follow, perhaps not greatest giving the backstory an reasons, but reasonable none the less.

However, why not trying the recompense part? Instead of automatically punishing people, why not make a little system that rewards being responsible? Say, after year, a user hasn’t posted anything that has gotten flagged, why not give them a medal? Or, if a user flags something correctly, why not give them a little “digital cookie”? A little point or something, a Congrats! or so, the same thing if someone repeals something rightfully! “Hey! Thanks! You are helping us better the tools!” or so.
