bungie have a boner for making the bad guys obsessed with the concept of salvation while also being wrong. the covenant in halo believe that the halo will save them, except the halo are galaxy-killing weapons and they'll just die. the witness wants to save people from sorrow by making them reject their suffering and regrets, except this basically makes them into unfeeling genocide committing monsters (this might also be desirable to the witness)
halo was obviously influenced by the wars in the middle east, so the covenant's religious ambitions are likely influenced by islamist extremist groups or whatever. destiny uses christian themes by contrast, salvation being the escape from suffering, to which the only answer is death.
