When Dean says “He saved me” to Jack and Sam in response to them asking after Cas at the start of 15x19, that was his “I love you” to Cas. That was Reciprocation Part 1 in this episode alone. 

And Reciprocation Part 2 was built into Dean’s ability to walk away from Chuck at the end. With the love and strength Cas’s words gave him in 15x18, Dean was empowered to a place above rage for the first time in so long. The anger that had, by his own admission, contributed to the situation of Billie cornering him and Cas in the bunker. When they walk away from Chuck, Dean’s fully proving how he’s grown from that moment in 15x18. 

So you can’t tell me Dean doesn’t reciprocate Cas’s love. It’s there, you just need to consult the Dean’s actions-to-verbal communication dictionary.
