Tom Paris asks Harry to create a replacement EMH during Message in a Bottle, even though Tom is the more established/accomplished holoprogrammer. Also, B'Elanna is the one who maintains the EMH, giving her more experience with holographic systems than Harry. Tom should be able to tackle this project by himself or call B'Elanna for help, but he doesn't. He runs to Harry.
Harry is capable of this, since during the events of Nothing Human he creates Crell Moset with only minor issues in his matrix. The medical consultant program is arguably as complex as the EMH, since he comes with an extensive knowledge of exobiology, has a distinct even calculating personality, and can sing to boot (which the Doctor couldn't do at first and it almost destroyed his matrix).
Tom calls Harry to help, and Harry purposefully screws up the replacement EMH. Tom was just lamenting that B'Elanna and his schedules didn't mesh well and they couldn't spend time together in Waking Moments, but Tom calls Harry. They're usually both on the bridge, but with Tom stuck in sick bay, Harry is now voluntarily spending all of his time working there too. Why? Why were they incapable of spending a few days apart while waiting for the EMH to return, hmm?
