Look at this little cutie! Fusamon was introduced as an "official" pre-evolution for the similarly adorable Bowmon and wolf-themed Loogamon, and its design seems to have come about by combining the "blob-with-a-face" style design typical of baby Digimon with the overall look and feel of a newborn wolf. Wolves, like many mammals, are born with their eyes closed, their ears sealed shut and no control over their limbs. They'll open their eyes and ears for the first time a week or two after birth, but until then they do have a distinctly "dog-blob" look to them.

As for whether little Fusamon here ever opens its eyes, the only official VPet sprite to depict it awake reveals that, like Bowmon and Loogamon, it's boasting some surprisingly striking blood-red peepers for such as sweet little face:
Fusamon made its debut in 2023 as part of the Digimon Seekers Loogamon Dim, one of 15 memory cards that could be plugged into the Digimon Vital Bracelet BE (basically a typical VPet toy crossed with a Fitbit, where the types and amounts of exercise the user did influenced how the lil' Digi within developed.) Its official description mentions that its endlessly curious but tires quickly and spends most of its time asleep, which is kind-of fitting given its exercised-based origins; its the baby of its evolution line, and needs to grow up a bit before it can build up some more stamina.
