Social structures first: there’s the old blood vampires, from whom every vampire can be traced back to. there’s the made vampires, former humans who were turned and kept their minds; then there’s the humans who aren’t vampires but have been bitten and are extremely susceptible to the suggestions of the clan of vampires that bit them.

at some point, the made vampires were so far removed from the old blood there was a split, completely destroying the regency of a ruling class of old blood vampires and creating a ruling middle class of vampires that were industrial-minded and went about forming seats of power for themselves.

Jesse’s a bitten human that used to be used by the Deadlock strain of vampires, before Reyes broke their thrall on him. He had always had signs of being thrall-resistant, but through Blackwatch he was able to hone that ability to perfection.

Instead of an omnic war, there was a human-vampire war. Thrall-resistant humans are considered a danger in vampire inner circles, children who show signs of it are killed immediately.
