The transition of "I may have been born to meet you" into "I really was born to meet you."
Romantic feelings aside, Kaworu was nice to Shinji and when your life is filled with people using you, the simple act of kindness is surreal. It's why Shinji opens up to Kaworu, questions it, but doesn't recoil. Then Kaworu hits him with the cryptic former line above.
Glimpses into Kaworu's character are subtle and scant. The parts most crucial to his character often tie into subtle points in Eva's narrative, which make it tricky to dig deeply into his character. "I think I may have been born to meet you." establishes that both characters feel used. Neither Kaworu's and Shinji's peers interact with them in healthy ways, hinting at a sort of shared loneliness. It's not a case of misery loving company. Kaworu nor Shinji revel in their negative emotions. When they're with each other, the world no longer feels as daunting. They finally found someone they could feel comfortable understanding. Shinji is alone. Kaworu is feared and alone.
"I really was born to meet you." is a line uttered by Kaworu in the Rebuilds. It features the same Shinji feeling unguarded while around Kaworu. He isn’t talking about his life and his hatred of his father. Instead we get an even more vulnerable Shinji, but not bogged down by his actions or the troublesome state of the world. Shinji feels genuinely good stargazing with someone who gets him. Then? “I really was born to meet you.” This line alludes to time loops, and how the one reassuring constant is that Shinji gets him. Kaworu is still feared, and this fear manifests through the conception of the DSS Choker. Kaworu doesn’t feel bogged down by his realities when he’s with Shinji.
They’re each others’ save haven.

Shini DID call her senpai a couple times (I know thats not strictly a couples thing).
