The presence of Jyggalag in the Shivering Isles is impossible to miss, at least for Sheogorath. Both of them share a claim to the realm even if Jyggalag has ceded control in favor of rebuilding a center of power adjacent to it. But that is taking time, even if the bones of Oblivion are easy enough to shape for a Prince of their power.
Not that that stops them from coming and going as they please. There's a kind of order in madness, after all, and a kind of madness in single-minded order. Especially since all of Jyggalag's priests are madmen of the Isles until the mortals learn his name again.
For all that the other Princes intended them as opposing aspects—set them up as such so that the destruction and remaking of their realm would prevent them from becoming again a threat—now that they aren't cursed, they can't help but be drawn to the parts of each other that were once them. It took a while for the mantling to settle and Sheogorath to become Themself. But once she stopped being so much Him, the matter sorted itself out. That took a bit of time, but a century isn't that long, considering.
Naturally, the others have yet to realize how much they have changed. Sheogorath isn't sure if they've even noticed the way their curse has been circumvented. For some of them—Azura, Mephala, Nocturnal—it is in their nature to know such things. Of the three, it's Mephala that she'd most worry about, but they aren't plotting. The plotting was done once the Greymarch was over and she mantled as the new Madgod and none of the other Princes have come snooping. The pair of them have been somewhat isolated from the others since the conception of their curse, anyway. Left to their own devices and destruction. But no one's come to check.
Plus, Sheogorath finds Jyggalag much less boring than Peryite and Jyggalag finds Sheogorath infinitely more tolerable than Mehrunes Dagon. Complementary aspects, rather than adversarial ones.
But the point remains. Jyggalag does not need any special power to find Sheogorath in her rooms nor does she to feel him coming. He steps across Oblivion straight to her side the same as walking down the street and when he arrives she's already anticipating it.
