The way these two play it, it reads to me that Rum Tum Tugger saw Munkustrap was getting too tense and stressed about the whole ball to enjoy it and was now about to start fretting over Deuteronomy’s arrival too, so he decided to tease him into laughing again to help him relax. And that halfway through, Munkustrap realised what he was doing, and appreciates it - even while rolling his eyes.

The German tent tour really has peak Munkustrap/Tugger “you annoy me endlessly but I can’t do without you and I would die for you” feels.

Also please note that Munkustrap and Tugger have their ‘greeting’ with Deuteronomy at the same moment, the crescendo of that final ‘Alt Deuteronimus’ - Munkustrap does a grand bow and Tugger does a hip wiggle - but of course, since he’s already greeted Munkustrap, Deuteronomy is focussed on Tugger. His irreverence earns him a bit of a swipe from Munkustrap once Deuteronomy looks away, but Tugger just sticks out his tongue. He’s happy.
