They both have control of it, but Nagisa uses it more. Rei prefers to read, but he enjoys watching movies with Nagisa, too. Since Nagisa uses their Netflix more, a lot of the suggestions are horror films, spooky shows, or things about penguins. Anime pops up here and there, too.
