The saddle only changes how it appears, not what it is. Similarly, in human life, a person may own expensive things, hold a prestigious title, or create an impressive image, but these things alone do not define intelligence, kindness, talent, or success.
The saying is often used as a reminder not to confuse image with substance. Someone can appear powerful but lack wisdom.
