Think about the Greek artist  Pygmalion who fell in love with his creation, a statue. It’s also been a trope recreated in modern media today. It’s literally referred to as the Pygmalion plot. 

The relationship isn’t inherently parent = child unless you want it to be, but than by all means don’t ship it. But nothing in their dynamic indicates that they have a parental, son relationship.

Shockwave himself is rather dethatched from the Predaking and sees him as a weapon for Megatron.

Do not question Shockwave's parenting, his approach to raising child is the most logical.

Shockwave has various ways to keep his creation in check.

Predaking has countless ways to put his creator in his place
