Imagine system saying something nice as npc durning random comission but player skips all talking (like my friend that only reads archon quests)
When the System starts thinking of ways to communicate with you, one of its ideas is to use the surrounding NPCs Hoyoverse has graciously placed around the currently accessible nations.
At first, it just places its consciousness in any NPCs nearby, hoping you interact with them. But when they realize it won't be that simple, the System starts to utilize NPCs that appear in commissions so that you have no choice but to interact with them. They sneak in a little extra dialogue than what was originally there, usually compliments, tips that you may need for what the commission is for, or just extra lines of conversation (despite being fully aware you can't actually respond).
The System would think it couldn't possibly be that easy being able to talk to you. And they're right when they notice you don't actually read the dialogue and you've skipped all of their carefully chosen words used to give you a compliment. Back to the drawing board for them, the System guesses. It's quite literally an AI learning on its own through experience.
