Rose and Poe didn't take the "First Kiss" card, because the chance was so low. Then "Passionate kiss" came up and they were able to do it, with one caveat: No locking lips.
Realizing that something was amiss, they agreed to keep their relationship open. Maybe once they had gathered more experience with other partners, they could figure out how to kiss each other? Trouble was, neither of them had an idea whom else to try with.
Poe: "Are you tired already, Armi?"
Armitage: "No! I'm getting intimate for the first time with Rose!"
Poe: "Shouldn't Rose be present for that?"
Armitage: "That, while certainly enhancing the experience, is not strictly required."
Poe: "Oh-kay... Tell me if you, uh, need a hand."
The first time prompt came up while they all read fanfic together. Armitage broke from the group to act on it, Rose, however, stayed outside, being more interested in how the story ended.
Poe: "...and you are really not angry that I kissed Gavin?"
Rose: "Part of me insists I should. But it's the part that also nags about regularly taking the trash out, counting the change money before leaving the register and drinking slowly."
One last attempt at a kiss... Nope, lips still not touching.
There is a deep bond here, but very little chemistry.
Rose: "Poe Dameron, you were the first person I wanted to kiss. Even though we never followed through with it, that counts for something! Thank you for the serenades, for all the pizza you turned from deep frozen insults to wondrous feasts and also for breaking all the stuff that I could repair!
But this is goodbye. Fly free pretty bird!"
Rose: "But I don't even know if I WANT to be together with Gavin!"
Rose: "It's okay never to land and build a nest."

Funnily, Rose indeed earned a color upgrade in between these two screenshots by completing a life goal. (When they complete a quest while wearing white, the Paras can pick a new, individual outfit.)
While studying for their promotions, Rose and Armitage exchanged convos that were difficult to interpret platonically.
None of the relationships were exclusive, so a flirt here and there was not strictly cheating. But it felt odd after the four pairs had been stable all summer...
