How did Umbrella never think of distributing Las Plagas disguised as a covert drug?

The initial dose would introduce the Plaga itself, while every subsequent dose would consist of suppression inhibitors. It could easily be marketed as a high-end performance enhancer—something to boost cognitive efficiency, eliminate the need for sleep, and induce pure euphoria with zero apparent side effects. It would be the ultimate product. Not only would it turn an immense population into unsuspecting, perfectly controlled biological weapons, but it would also be entirely self-funding and insanely profitable. It’s exactly like the inhibitor racket forced upon the soldiers in Infinite Darkness. Except the demographic of substance users outnumbers active military personnel by folds. In the US alone, the number of people struggling with substance abuse can reach up to 28 million across all drug categories. Even if we assume this Plaga-strain was priced as an elite, premium powder, you'd instantly hook at least 1.5 million people. Furthermore, this targets the most affluent and influential sectors of society—engineers, politicians, physicians, and executives. It would be effortless to distribute while completely evading law enforcement; no narcotics task force would ever suspect that the nature of a new street drug is biological rather than chemical. It would simply be passed off as a highly refined synthetic blend or a laced inhibitor.

Concealing and managing the spread of this hidden Plaga would be frighteningly simple: the corporation could just issue a command to neutralize the host or compel them to surrender their body to corporate facilities. In the eyes of the public, it would look like nothing more than a tragic string of suicides or unexplained missing persons cases. Or, the individual might formally continue their daily routine—living on the surface as a double agent, while mentally trapped in a state equal to, if not worse than, Jill's confinement.
