By using this tutorial, I am assuming you have a working knowledge of Paint Shop Pro.
What I used:
PSPX4

PTU Scrapkit IB Pin Up Toons 10-2 by . You can find this kit and more at Creative Design Outlet
(see my tag for placement of elements)
Open a new image 550x550, select all.
Copy Paper 6 and paste into selection, load mask of choice and apply, merge group.
C/P element 21b, resize 60, duplicate, mirror
C/P frame1, resize 60, duplicate twice, use the pick tool to rotate each.
MW inside all the frames (hold shift to select more than one area) expand 4, invert
C/P paper 5, move below frames
Add drop shadows to the frames
MW inside your center frame, expand 9 (becuase of the drop shadow) and delete the additional section of the other frames
Merge the frame layers together
C/P tube c/u duplicate, mirror, set to luminance (l), opacity at 55. MW in the aeras of the frame outside of each tube layer and delete on your close ups.
C/P element 12b, resize 70
C/P element 29b
C/P element 19, resize 35
C/P element 18, resize 30
C/P element 9b, resize 70
C/P tube, resize as needed
Add drop shadows of choice
Copy merged, paste as new layer
Using DSB Flux Radial Mosiac with the following settings
Then go to adjust>blur>radial blur with the following settings
Set the layer opacity to 30
C/P element 24. S/F/D, expand 2. Add new raster layer, FF white. Move below the layer and merge those together. Add drop shadow.
Add name and credits

C/P element 16, resize 50 duplicate, mirror, flip
C/P element 13, resize 50 duplicate, mirror, flip
C/P element 17, resize 65 duplicate, mirror, flip
C/P element 18, resize 50 duplicate, mirror
C/P tube, resize as needed
C/P element 1, resize 60 duplicate, mirror

Add drop shadows of choice
Hide mask layer.
Copy merged and paste as new layer (on top)
Add a gaussian blur of 10.00
Go to effects>texture>Mosiac Glass with the following settings:
Selection tool to select the area of the tube (the face) Feather 15, delete. set layer properties to overlay, opacity at 40
Unhide the mask layer

Open a new image 500x500
Select all
Copy paper1and paste into selection
Load mask of choice and apply, merge group
C/P frame 2, resize 70, free rotate left 90
C/P element 7, resize 50 duplicate, mirror
C/P element 9
C/P element 13, duplicate, mirror, flip
C/P element 1, resize 50 duplicate, flip
C/P element 8, resize 40
C/P tube, resize as needed
C/P element 13 again
Add drop shadows of choice
Add your credits.
Now add your text, this is where we'll be using the xenofex filter
Type out your text of choice, convert to raster layer.
S/F/D and expand 2 add a new raster layer and FF with a color from your tube (or kit) Duplicate twice (or more if you want)
Now, go to Xenofex2 Constellation with the following settings: (screen)
For the other two layers, leave the same settings just hit random seed
Remane your layers ani1, ani2, ani3. Hide 2 and 3
Make sure to add a new layer and FF white for animation (at the bottom)
Now copy merged. Paste in AS as a new animation
Back in PSP, hide ani1, unhide ani2, copy merged.
In AS paste after current frame. Repeat for ani3. (or if you did more than 3)
Select all the frames
Set frame properties to 15/100

C/P butterflies, 80
Paste again, resize 50 mirror
Add drop shadow
C/P close up, resize as needed
Duplicate tube layer, now on bottom layer add a gaussian blur of 6.00, set to multiply
Copy merge and paste as new layer
Go to effects>artistic effects>colored pencil with these settings: detail 80 opacity 40
Add a gaussian blur 6.00, set opacity to 25
Make the top tube layer active
Paste again and this time go to halftone, with the following settings (screen)
Lower opacity to 35
C/P heart, resize 50 duplicate, mirror
C/P bow3, resize 50 duplicate, mirror
C/P bow2, resize 50
C/P butterfly1, resize 40 pick to rotate
Paste again, resize 30 pick to rotate, duplicate, mirror
repeat again resize to 20, rotate as you choose, duplicate, mirror
