How I feel after making a Penny heart:

oliver is the prince this time and he really doesn't want to be but he's the only heir so he has to prepare to rule anyway. he sneaks out often and finds any excuse to get out of the palace, even if it means going on diplomatic voyages when he doesn't want to do those either

percy is the pirate, surprisingly enough. his father was too, but settled once bill was old enough to captain the family ship. he left to go to school with no intention of sailing himself, but somehow ended up with his own band of misfits. he met oliver as a student, and kept up the facade as they remained friends.

peneleope is the mermaid! she's very the little mermaid coded, and she wants nothing more than to visit the surface world — not necessarily get her own legs, but just meet people and learn from them. she tends to lurk around the port, snagging things that fall off the ships and eavesdropping, but staying hidden because she's not ready to find out if the stories she's heard are true or not.

Ok so Penelope is pretty undercooked in canon while i 100% don't think she's a blank slate her canon moments are very few

(1) Every single time Penelope Clearwater is mentioned <- you can see them all there if you want! But because of that there are alot of directions to take her and not be like wrong so you know

for me my characterization of her leans more towards her being a little strange obv with how i commonly think of her as friends with Oliver and Percy that affects my thoughts on her too since I have more ridged views of them

so she has to like fit in with them like if i don't think Percy would ever date her(or the other way around) then i don't think it's a very good Penelope like one of the few things we know about her is that they were together for a time and Percy was very infatuated with her and she seemed to like him a lot too

so when it doesn't feel like it would make sense for them to be into each other it feels off to me (which is another knock against the mean girl Penelope concept that pops up occasionally tbh)

The canon info i tend to keep in mind is

-Ravenclaw

-Prefect

-Same year as Percy Oliver and Marcus (but had a similar age mess up as Marcus where in the first printing she was listed as a 5th year so do with that as you will it can be kinda fun to have her around for the tournament)

-Long curly hair (Blonde in both the movies and in extra art from the website but technically not canonically blonde appears as brunette in the Lego games for example)

-Willing to listen to a second year about what's petrifying students and let her use her pocket mirror to go around corners safely

-Willing to listen in general

-Bet on a Quidditch match with Percy (and seemed interested in Harry's Firebolt)

-Polite ('I beg your pardon?,' Thanking Harry for letting her hold the firebolt,)

as for more just what i do with her though in particular

just keep in mind these are mostly random akljfskld

i tend to think she's pretty easy going and go with the flow for the most part like the type you could call up out of the blue and ask if she wants to go out and she doesn't need like three days to prepare if you show up and she doesn't have priorities already in place(work and stuff) she won't say no (aka how Oliver and Her ended up showing up at the burrow in the middle of the night over one of the summer breaks and how Luna ropes her into impromptu trips to look for the creature of the week)

makes bets for fun and typically loses (very bad luck in that sense like in my brain part of why Percy felt so confident betting so much against her despite not having it was because he knows that about her) Like she's the type to flip a coin over just about anything just for the funsies (shockingly finds actual like typical gambling slots and such really boring)

Doesn't really believe in the creatures that Luna believes in but doesn't think it really matters, the way she sees it is that she hadn't known magic was real in general for a long time so she's happy to learn about them even if some are not really out there (i think a good 50% of what Luna believes in should just not be real it can be fun to let a few things be but even with those I prefer them to work very differently to how Xeno in particular taught her they would)

I think she's just as bad as Oliver and Percy when it comes to taking care of herself though all of them have different struggles so it's a constant "Oliver you have to take a break." "Percy you have to eat something." "Penny please go get some sleep." with who happens to be saying what is just on a wheel of just whoever's closest

She was chosen as Prefect for a reason she's very willing to help the younger students when they need it with studying or needing to talk due to like homesickness teaches them random things if she think's it will be helpful for them like a random spell that's not taught in class like obv hygiene ones because especially as a Muggleborn she found those game changing but also little things like teaching Luna a random rot prevention charm(for like her earrings) or a student who used to live by the sea a spell that makes the ground look like the water and stuff I think she tries really hard but also doesn't think about it too much

Very romantic like she was also writing love letters all summer don't forget a little less of a yapper than Percy is, but she loves listening to people

Oliver: What do you mean? Like, carry a briefcase, and wear a tie, and pay taxes? 

Penny: Wait, have you not been paying your taxes?
